Old rowing boat picture

OK history buffs...this picture is on eBay:

It comes from the Imperial War Museum.
Two questions: what type of boat are those brave British tars rowing so gallantly?
And what is that battleship in the background? Not British, I think. German? The Reinland, perhaps? Where was the photo taken?

not sure that's a German battlewagon ......maybe HMS King Edward VII class
?   ................... def looks like a whaler in the foreground tho'......................           have you "acquired" this pic then Chris?
