I am also sad to think that the position of SW has not materially changed since I first got involved in monitoring the water quality around our shores, and especially in Langstone harbour, fifty (yes, 50 !!! ) years ago.
The only changes have occurred when they have so blatantly flouted all health legislation (and got caught), that they realised that the cost of the fines would (did) outweigh the cost of compliance.
Back in 1974 they were mandated to upgrade secondary (in some cases primary) treatment to tertiary treatment. UV treatment of effluent took about a quarter of a century for them to belatedly install in some plants.
I could go on......(I know I frequently do! )
