I hope not, Rachel. You might be breaking both the regs and the guidance.........unless you left it moored at the "border" mid channel for Chris to swim out to retrieve from the Thorney shore!!!
....but couldn't it be fun - engineering a legal route to achieving it!

and this is further clarified (!???!) by the newly re-oriented ARA covid advice version 8.2 (which is still current, except for the definitions of Teir 4).  See especially pages 10 to 15, of which 11 to 13 are the most relevant. Also there are bits for us on pages 21, 29 to 35, etc.

Update on above info/links :-
The ARA document has been updated and a new version [v 8.3] (and retrospectively dated to 16th December 2020) but is incomplete at the moment. I find it very confusing, with omissions and contradictions in it, and my impression is that someone has "gone on holiday" and left someone else to "tidy-up" the updating.
The new link( which will almost certainly have to be revised again after today's Government expanded covid controls) is below:-

Indeed it has been updated - again, today!  It is now version 9 !

I think it still means...

No one can travel to row unless you are in Tier 4.

On the water has to be 1 person or family group; or 1 person with other person from a different group... 

However I think we are still saying Teifis only...

From Boxing Day, people in Sussex will be in Tier 4... so Chris P can travel to row again!!!
